Neoliberalism was savagely introduced In Latin America with deplorable results: it did not manage to obtain a sustainable capitalist accumulation; and the population’s life conditions deteriorated. Neoliberal cities are even more contradictory than their capitalist predecessors: they maintained their vices and lost their few virtues. In the 21 st century, the worldwide urbanization will be conclude. Latin America will be one of the most urbanized regions in the world. Its metropolises and region-cities, with their gigantism, mess, dispersion, privatization, fragmentation, informal practices, impoverishment, exclusion, conflict, violence and contamination, initiated this century in a structural and social crisis. Their future appears as the dilemma between deepening their crisis or changing their economic, social and territorial organization in order to transform its basic components.
