Soborno transnacional : el centro de la corrupción en Colombia en los años 2010-2019

According to the data collected from the Corruption Perception Index (CPI), carried out by Transparency International, Colombia has dropped ten places in the ranking of this index, which measures the perceived levels of corruption in the public sector. Based on what above, this research focuses on analyzing the evolution of the phenomenon of transnational bribery in public procurement in Colombia in the 2010-2019 period, a type of crime that seeks to alter the rules of free trade obtaining benefits individual and business, since the recipient of the gift or remuneration promise is a public servant, of which several cases are evidenced in the history of Colombia in the last decade. To meet the objective, three specific moments of research: first, a description of the behavior of the corruption in Colombia in the period 2010-2019, based on the analysis of the CPI, a phase that begins by describing the phenomenon of corruption in a general way, turning to the periodic international transparency reports. In this regard, it seeks to identify the the country's result regarding the corruption perception index and, if possible, the findings that the agency makes on bribery within these periodic reports transnational. In the second phase, it is proposed to collect the most relevant information from journalistic publications in order to identify the main cases of bribery transnational company in public procurement in Colombia in the period 2010-2019. With this investigation, a list of corruption cases related to this crime will be obtained in the period 2010-2019, extracting from each source information the year of occurrence, company linked private sector, linked State organizations and financial amounts affected. Finally, the bibliography is again used in order to identify the main causes of the phenomenon of transnational bribery, a consultation in literature and journalistic sources, to identify from the perception of the authors, the different causes of this type of corruption.
