Novel bagged fuel elements can be quantitatively arranged at fixed positions on each fuel element grillwork of the novel pebble bed high-temperature reactor fuel element grillwork to avoid impact among the fuel elements in a transportation process and bring convenience to the taking-out and placement of the bagged fuel elements as well as fuel element number management.
