Development of a regulatory framework for the use of underground space in Hong Kong

Abstract Opportunities for the beneficial use of manmade underground space in Hong Kong have been recognised increasingly in recent years. To promote the use of underground space and to ensure a systematic and consistent approach in dealing with cavern developments, both technically and administratively, a regulatory framework has been developed by the Hong Kong government. This includes the formulation of the “Planning Guidelines for Underground Rock Cavern Development”, the publication of the “Geoguide 4: Guide to Cavern Engineering” (GEO 1992), and the preparation of a guidance document on fire engineering for caverns.
