The paper deals with special features determining priorities and scenarios of energy conservation programs depending on territorial differentiation. The authors analyze energy intensity depending on intensity-of-use coefficient of fuel and energy resources in the region and classify the types of programs and strategies of energy conservation in the context of choosing the scenarios energy efficiency raising.
