Investigation on Human Resources Allocation of Environment Correlated Disease Prevention and Control in an Urban Environmental Institution

[Objective] To investigate the situation on human resources allocation of the environment correlated disease control and prevention for exploring its allocation standard in the Center of Disease Control and Prevention(CDC).[Methods] Retrospective study and cross-sectional study were used to investigate human resources allocation about the environment correlated disease control and prevention in a city CDC and its implement degree of the functional authority of the public health was analyzed.[Results] There were 118 persons working for environment correlated disease control and prevention in different level CDC of this city,among which 31.36% of professionals were part-time job.Their age was 37.95±9.01 years old.The service rate was 19.2 per million residents.Among professionals,most of them were educated up to bachelor leve(labout 50.85%),and 9.32% of them have master degree or higher.The ratio of masters to bachelors to college graduates to technical secondary school graduates was 1:6:2:2.The percentage of employees with middle-professional title plus high-professional title was 61.02%,and the ratio of high-,middle-,and junior-professional titles was 2:5:4.It was noticed that about 15.71% of professionals,whose educational level were higher than bachelor degree and/or professional title were higher than middle level,had left the position of environment correlated disease control and prevention in past 5 years.The implement degree was about 40%-60% of the functional authority of the public health in this area.[Conclusion] The professional employees working for the environment correlated disease control and prevention in CDC are relatively insufficient,and its corresponding functional authority of the public health become weakened.It is recommended that the human resources of environment correlated disease control and prevention in CDC should be reasonably allocated.
