The 2005 ACQUIRE Bolivia baseline survey is the first element in an evaluation whose objective is to measure the extent to which ACQUIRE program activities in Bolivia have affected the availability and quality of services at the facilities it supports. A quasi-experimental pre- and post-test design is being used. ACQUIRE technical assistance will be tracked over time and the baseline survey will be followed up by an endline survey (posttest). Additionally the evaluation data will be complemented at endline with routine national health system data (i.e. from the Sistema Nacional de Informacion en Salud [SNIS]). The key evaluation questions are: 1. How and to what extent have ACQUIRE interventions affected access to quality services? 2. How do clients perceive the quality and content of services? 3. How have providers benefited from ACQUIRE interventions? 4. How and to what extent have ACQUIRE interventions affected the "systems"2 of supported sites? (excerpt)
