THE REQUIREMENTS OF EARTHWORKS FOR THE LOWER LAYERS OF STANDARD HIGHWAY PAVEMENTS ARE DISCUSSED, WITH PARTICULAR REFERENCE TO THE RELATIONS BETWEEN BEARING CAPACITY VALUE, PORE CONTENT AND MOISTURE CONTENT, AND THE INFLUENCES OF CLIMATE, SOIL WATER AND COMPACTION. IT IS POINTED OUT THAT NON-UNIFORMLY COMPACTED AREAS CAN BE DETERMINED MUCH MORE QUICKLY BY MEANS OF BENKELMAN BEAM SETTLEMENT MEASUREMENTS THAN BY PLATE-BEARING TESTS. WITH RESPECT TO SUBSOIL CONDITIONS IT IS SHOWN THAT THE PRODUCTION OF AS EVEN A BASE AS POSSIBLE AND CONSIDERATION OF THE EFFECT OF CLIMATE AND HYDROLOGY ON SOIL CONDITIONS ARE IMPORTANT PREREQUISITES FOR LONG-LIFE ROADS. /FG/RRL/
