©1999 International Reading Association (pp. 648-659) 1989, Paul Woodring recommended the establishment of a "revised version of the Civilian Conservation Corps (CCC) of the 1930s" (p. 468) as a 1990s approach to the problem of high school dropouts and illiteracy in the United States. Because adolescent literacy and school attendance continue to be a concern, it is useful to examine our past: What was the CCC and how did this organization handle educational issues, specifically the problems of the illiterate? Would a similar program be a viable option today?
