The method comprises the steps of firstly utilizing the RSRP and the BLER calculated by the RSRP for conducting initial selection of switching reference points, then, according to the switching reference point recording obtained by a large number of measurements, establishing a probability statistics model, and analyzing and obtaining the optimum switching reference points.
