The idea and the method of the fuzzy comprehensive evaluation were introduced to the teaching quality evaluation, which helped to build a school-level teaching quality evaluation model in a university, to clarify that the teaching was the main object of the teaching quality evaluation. The article proposes that the subject of the teaching quality evaluation is of diversity, which means that students, leaders, experts, peers and teachers participate in the evaluation. The assessment has been established a three-level index system of school faculties teaching quality evaluation, including the type of the subject, the project indicator and the content indicator, combined comprehensive analysis and expert evaluation to determine the weight of indicators. B/S three-tier system is used and the gold portfolio of Apache+MySQL+PHP is applied to build the school-level teaching quality evaluation information system based on a campus network. The system applies weighted average Zadeh fuzzy operator to fuzzy transform and to normalize the collected evaluation information, to avoid taking big or small algorithm that may miss the information, in order to obtain a concise comprehensive conclusion, which has reliability and validity.
