122012; DECEMBER Voucher # 1257 to #1325 $ 35,118.15 PRE-PAID –Nov Dec, voucher # 1235 to #1256 $ 155,437.62 DECEMBER – TOTAL $ 190,555.77 Motion to approve bills made by Councilman Riley, second by Councilman Larsen. Discussion: None Motion unanimously approved. 6) MUNICIPAL AID EXTENTION AGREEMENT: Motion to approve Municipal Aid Extension Agreement for sharing of Highway Equipment and Labor Services, which contract provided for an initial term of 5 years between the Town of Geneva and the County of Ontario this extension is for an additional 5 year term. Motion made by Councilman Larsen, second by Councilman Riley. Discussion: None Motion unanimously approved. 7) MUNICIPAL AGREEMENT FOR LAW ENFORCEMENT SERVICES: Motion to approve Inter Municipal Agreement for Law Enforcement Services between the Town of Geneva and the County of Ontario. The agreement calls for 19 hours per week at a cost of $29,551.00. Discussion: None NOW THEREFORE BE IT RESOLVED, Councilman Larsen motioned that the following resolution be adopted; which was then seconded by Councilman Riley. Naegele, Town Clerk 8) SUPERVISORS REPORT: Motion to accept and approve made by Councilman Larsen, second by Councilman Smith. Discussion: DEC Avon NY: November 15th the Supervisor, Councilman Larsen and Bob Rose retired from the City of Geneva Treatment Plant went over to DEC in Avon and met with the Director of Region 8 and their Geologist and they reviewed the chemical analysis of the runoff of the Ontario County Landfill and found that the readings were all under the legal limits. Councilman Larsen is looking into the creek by Ryland Road behind the Landfill in the spring they will dye the creek to see what direction it runs and if it is running into Seneca Lake or not. Storm Sandy Debris: Supervisor Luckern read from a email from John Garvey to Larry Shilling from Casella about the truck traffic to the Landfill: "Larry, In yesterday's Finger Lakes Times, it was reported that the alternate route for traffic from the Seneca Army Depot would bypass the City of Geneva but would proceed through the Town of Geneva and other towns in route to the landfill in flint. This morning I spoke with Supervisor Luckern from the Town of Geneva and she expressed objections to the route in the strongest possible terms. She feels that additional truck traffic on residential streets is inappropriate. She feels this traffic should be on truck routes through commercial districts on state highways. I would advise that you speak with Supervisor Luckern to get her input prior to determining any routes." Supervisor Luckern stated that she received a call on Monday morning at 9:00 am from Larry Shilling, Western Region Vice President of Casella Waste Systems and she was told when they go to make a decision their would be a meeting and it would be discussed. The Supervisor said she was out numbered they have three City Supervisors, Supervisor Ninestine whom wants to bring the debris in right away. Supervisor Evangelista wants it but doesn't want it to go through the City and she is not sure how the new Supervisor Dominick Vedora feels. Truck traffic: Supervisor Luckern and all the Town Board all oppose the truck traffic on town roads. Councilman Larsen said, "I'm opposed because they are talking about 75 trucks a day and running them down County Road 6 and County Road 4 that will really effect the residents and these roads were not built for truck traffic."
