On Management of Floating Population and Problems Analysis in Urumqi

The floating population management of Urumqi has been a difficult problem in urban population management. Analyzing the service and management on floating population at present, there still exist many problems, such as management depends more on "ruling by persons", police strength is in shortage, management workers have no clear orientation and social guarantee system is not sound. We should change management principle, reform household register system, perfect social guarantee system, and protect the rights of floating population.
