Disaster and Emergency Management System

This paper presents a Disaster and Emergency Management System which uses the mobile 4G network to provide reliable communications between the event site and the command site. The system includes a front end device and a backend management system, as well as a mobile pico base station which can be carried to and easily set up at a disaster struck area to provide the last mile link. Cases of the real applications of the systems are also provided.
