A method of recycling refining waste residues for producing a molten steel covering agent comprises following steps: (1) feeding the recycling refining waste residues in a steel ladle after continuous casting in a steel factor finished into a residue collection tank with regulation of temperature, chemical components and viscosity; (2) inclining the residue collection tank to enable the liquid-phase refining waste residues to flow downwardly uniformly; (3) spraying the flowing refining waste residues under the flowing refining waste residues through a compressed air spray nozzle aligning the flowing refining waste residues so that the refining waste residues is splashed into air for being quickly cooled to obtain hollow granular refining waste residues; (4) collecting the hollow granular refining waste residues, removing iron, sieving the hollow granular refining waste residues and packaging a finish product to prepare the molten steel covering agent, wherein the process conditions are described as follows: the temperature is 1500-1580 DEG C, the viscosity is 0.05-1.50 Pa*S and the refining waste residues are added with Na2O as an ore phase stabilizing agent, wherein the content of the Na2O accounts for 0.5-3.0 wt% of the mass percentage of the refining waste residues. The method can fully utilize the waste heat from the refining waste residues, is simple in process, is high in product additional value, can improve environment in the steel factory well and can achieve energy saving and emission reduction.
