The Federal Role in Rural Education.

Indeed, the federal government seems as confused as usual on the subject. Several federal agencies officially declare anything less than a Standard Statistical Metropolitan Area (50,000) to be rural. In my state of Montana as well as in several other states, this would include all but two or three communities. Yet most Montanans think a community of 10,000 is urban.
