위그선 도입을 통한 해양경비역량 강화에 관한 소고

The purpose of this study is to come up with measures to increase the efficiency of security and search and rescue at sea by way of studying on the possibility and effect of the introduction of the WIG vessel to the Korea Coast Guard and preparing human resources and facilities necessary for the introduction. The WIG vessel is clearly a flying machine that flies on the surface of the water using ground effects, but it is classified as a ship by international law. However, no matter how low the altitude of such vessel is, the WIG vessel still has the characteristics of aircraft, so a issues such as securing aircraft stability, having related personnel and preparing related infrastructure must be preemptively resolved in order to be used for the purpose of coast guarding and be used for the related industry actively. In the case of Korea Coast Guard(KCG), it is easy to build a infrastructure using KCG’s internal human infrastructure and exclusive dock space as a prerequisite matter. In addition, KCG is unlikely to have much difficulty related with the operation of WIG vessel because the regulations regarding a operation of WIG vessel would not apply to the KCG’s operation. Although the WIG project is currently led by the private sector, the first implementation of the project requires fulfillment of various safety regulations for assuring the safety of the inspection target companies as well as management and supervision agencies, thus it is expected that the preemptive introduction and pilot operation by state agencies such as Korea Coast Guard will contribute greatly to the revitalization of related industries.
