Percepción de autoridades sanitarias locales, comunidad y personal de salud sobre la ejecución de estrategias para promover participación social en salud en el cantón Quero en el período junio a diciembre 2015

Social participation into the health system is considered the main aspect in the Renovated Primary Health Attention strategy that the country has implemented to lead the interventions in the health care system. For this reason, the judicial framework and the Ecuadorian legislation widely emphasize the role of the social participation in all the processes that take places in the public policy, provision of a service, control, and citizen oversight. This research is about the perception in the implementation of strategies to promote social participation into the health care system in Quero town with three social actors like local sanitary authorities, members of the Quero community, and health system staff. For this research ten focal groups and nine semi-structured interviews were made and applied. The results shows that for the community members’ social participation is related with the use of health services. The three social actors being analyzed in this work have different objectives to implement strategies to promote social participation. Sanitary authorities and workers from the health system are worried about political interference into the health care policies that community members can notice. This interference does not let have solid spaces to promote social participation into the health care system. In order to improve social participation into the health care system this work propose to take into consideration aspects from the studied social context, improve the form in which authorities design strategies to work with the community, and reinforce the spaces where community members can give feedback about their experiences.
