Disclosed are a process and an apparatus for arranging a water film on a solid anode plate of an electrostatic dust collector. The apparatus comprises a clamping plate fastening bolt (12), a suspension clamping plate (13), a water distribution pipe (14), a guide vane (15), an anode plate fastening bolt (16), an anode plate (17), a polar lower part positioning steel plate (18), a polar plate lower part fixing shaft (19) and a positioning steel plate fastening bolt (20). A surface of the anode plate (17) is subjected to coating pretreatment of a hydrophilic agent. An upper part of the anode plate (17) is connected to the water distribution pipe (14) through the suspension clamping plate (13). The upper part of the anode plate (17) is twisted to form the 45° guide vane (15). A corrugated guide groove (21) with a width of 5-8 mm is formed at a front end of the anode plate (17). Stainless steel pipes are welded in a crossed way to form a grid-type water distribution pipe network. A lower end of the water distribution pipe (14) is provided with a water distribution hole and is connected to an external process water tank, and a water intake quantity is controlled by a PLC. The anode plate (17) is placed vertically. Anode plates (17) with a same width form an electrostatic field channel. An upper beam and a lower beam of a discharge electrode are suspended respectively from an upper insulation box and a lower insulation box (4, 9) and are insulated from a shell body (2). A dust bucket (1) is arranged in a lower part of the anode plate (17). By cleaning dust using a water film, the apparatus can thoroughly remove particulate matters settled on the surface of the anode plate (17), and make flue gas emission comply with standards.
