Discussion on attributes of record in maritime regulations

The word "record" is usually represented as different legal meanings in specific contexts in the maritime regulations.Because of the concept of deviation,maritime enforcement is easily sunk into confusions.Hereby,the legal nature of "record" was analyzed.Three different legal attributes of "record" were summarized,and the problems with the introduction of "record" resulted in the current maritime regulations were also discussed.It was concluded with some related countermeasures to avoid "confusion of record" from three aspects,i.e.legislation,enforcement and supervision in the maritime administration.
