The invention provides a graphene and graphene quantum dot and metallic oxide or phosphate nanocomposite material and a preparation method thereof. With graphene as a base, metallic oxide particles or metal phosphate nano-particles grow on the surface of the graphene base; and graphene quantum dot is assembled between the metallic oxide particles or the metal phosphate nano-particles as a conductive partition plate. The metallic oxide particles or the phosphate nano-particles are tightly connected by the graphene quantum dot conductive partition plate, so that the composite material is provided with three-dimensional, overall and interconnected electron and photon conduction channels; the electron or photon conduction rate is relatively high; meanwhile, a mass transfer channel which runs through in the material is provided by the hierarchical structure. The nanocomposite material has relatively excellent performance no matter used as an electrode material and a photoelectric material, so that the nanocomposite material is simple in preparation process, and low in cost, can be produced on a large scale, and has a wide application prospect in the fields of photocatalysis, electrode materials, hydrogen production, solar cells and the like.
