The method comprises a network controller performs a terminal uplink closed-loop transmission diversity configuration on a base station, wherein after migration of an uplink closed-loop transmission diversity service cell of a terminal, a network controller of a base station where a source service cell is positioned notifies information of a target service cell to a base station where the target service cell is positioned and instructs the base station where the target service cell is positioned to maintain configuration information and an activation state of the uplink closed-loop transmission diversity target service cell of the terminal; and when the base station where the target service cell is positioned receives the instruction, the base station where the target service cell is positioned maintains or starts the configuration information and the activation state of the uplink closed-loop transmission diversity target service cell of the terminal. With the technical scheme, the configuration performed by the network controller on the uplink closed-loop transmission diversity of the base station can be perfected, and thus realization of an uplink closed-loop transmission diversity function is guaranteed.
