The embodiment of the invention provides a method and device for distinguishing high speed railway users. Based on the method, the high speed railway users can be accurately distinguished and a premise and a foundation are provided for network quality assessment of a high speed railway. The method comprises the steps that a location area updating message reported by a user is received; the location area updating times N of the user at a first preset time interval T1 are determined according to the location area updating message reported by the user; if N is smaller than the minimum of a first preset range, it is determined that the user is not a high speed railway user; if N is larger than the maximum of the first preset range, it is determined that the user is a high speed railway user; if N is within the first preset range, location area updating times M of the user in a second preset time interval T2 are determined according to the location area updating message reported by the user, wherein T1 and T2 are continuous but not overlapped; whether the user is a high speed railway user or not is determined according to M.
