The political and strategic revolutions of the past five years, with the collapse of the Soviet Union and the dismantling of the Warsaw Pact, have radically altered the very reasons that the Western Alliance came into being in the first place.* The founding challenges and the founding threats are now moribund. The world continues to be unstable and conflict-ridden, nonetheless. But those challenges no longer reflect the patterns of the previous forty years.
