Los nuevos “rostros” de la Asignación Universal por Hijo durante la gestión Cambiemos en Argentina

During 2009, in Argentina, the Universal Child Allowance for Social Protection under the Social Security Agency (ANSES) was launched, achieving the massification of the system of family allowances historically destined to salaried sectors. Although the Allowance registered in the non-contributory social security has a rigid and institutionalized format, as of December 2015, the Alianza Cambiemos introduced some modifications. In this article we will argue that the main developments in the Universal Child Allowance do not lie in large variations of its coverage (which remains constant and even extends to previously excluded sectors). The new “faces” of yhis policy are linked to the depreciation of their amounts and, above all, to their credit (debts of the target mothers with ANSES). Far from a decontextualized reading, these elements make sense in an inflationary, recessive scenario and in the middle of a “rate recomposition”, which impacted together with the benefits in the household economy.
