Chemical Emergency Management Research Based on ACP Approach

To prevent the occurrence of public emergencies effectively and to control the losses caused by public emergencies, the study of emergency management and the establishment of a reliable emergency response system are very necessary. This chapter establishes the framework of Parallel Emergency Management guided by the ACP approach (artificial system, computational experiments, parallel execution), which is a new theory on modeling, analyzing, managing, and controlling complex system. Taking the chemical emergency management as the entry point, the two key problems are studied: emergency early warning and emergency response plans evaluation. Human behaviors are fully considered in this study. The chains of causation between human behaviors and the accidents are provided in emergency alarming research and the effects of human behaviors on the implementation of emergency response plans are analyzed in the research of emergency plans evaluation. And we also present two related cases for illustrating the approach.
