A poweroptimal scheduling algorithm thatguar- anteesdesired throughput andboundeddelaytoeachuser isdeveloped forfading multi-access multi-band channels that canmodelmanyimportant practical systems including OFDM systemandflat andfrequency selective multi-access channels. Theoptimization isoverthejoint spaceofallrateallocation and coding strategies. Theproposed scheduling assigns rates oneach bandbasedonlyonthecurrent system state, andsubsequently usesoptimal multi-user signaling toachieve theserates. The scheduling iscomputationally simple, andhencescalable. Dueto uplink-downlink duality, alltheresults extend instraightforward fashion tothebroadcast channels.
