The invention discloses an activating agent for enhancing degradability of oil degrading bacteria as well as application and a use method thereof. The activating agent comprises a microorganism excitant, a vitamin solution and a trace element solution in the proportion of 1:1:1, wherein the three solutions are independently preserved before usage, the microorganism excitant contains 1.0-10.0mL/L of Tween80, 0.02-1.0g/L of KH2PO4, 0.01-0.5g/L of MgSO4.7H20, 0.15-4.5g/L of K2HPO4 and 0.5-20.0g/L of cane sugar, the vitamin solution contains 0.5-1.0g/L of vitamin A, 0.5-10.5g/L of vitamin B1, and0.5-10.0g/L of vitamin C, and the trace element solution contains 0.05-0.15g/L of zinc, 0.02-0.10g/L of cobalt,, 0.15-0.40g/L of manganese, 0.02-0.20g/L of copper, 0.04-0.35g/L of molybdenum, 0.02-0.15g/L of nickel, 0.04-0.30g/L of selenium, and 0.0007-0.003g/L of boron. When the activating agent is used, the microorganism activating agent accounting for 0.03% of the volume of oil sewage is respectively taken and directly added into a sewage treatment system once 7-14 days. The activating agent is used for oil sewage treatment and can enhance the degradability of oil degrading microorganisms.
