The invention discloses a system and a method for managing steel ladles for refining during steelmaking. The system for managing the steel ladles for the refining during the steelmaking comprises a data collection module, a data storage module, a data analysis module, a state setting module, a thread management module, a process control module and an interface display module. The method comprises the following steps: collecting data through a PLC (Programmable Logic Controller) data collection module and setting process devices to be in corresponding states; judging whether the steel ladles can flow in and out of a refining station through the data analysis module; and displaying through an interface by the process control module. By virtue of the system and the method, automation signal data are automatically collected from a field device; a network and a database resource are used for supporting real-time logic analysis and judgment which can be accurate as 1 second and storing a signal data log of a production field; the system and the method are capable of reflecting the production status of the field device in time and displaying whether the steel ladles flow in and out of the refining station on a steelmaking production scheduling system in real time without the operation of operators on a client side; by virtue of displaying through a man-machine interface in real time, the control on the field condition through steelmaking production dispatchers in iron and steel enterprises is improved.
