A surge absorber and a manufacturing method thereof are disclosed. Since a ceramic material is used with excellent mechanical strength, to form a ceramic tube and the ceramic tube is connected with sealing electrodes using Hartlotringen according to the method of manufacturing the surge absorber, the life of the surge absorber is remarkably improved. Since the ceramic tube is completely sealed, the surge absorber can be stably used at a high voltage.
