The Christchurch Central City Plan - Before and After

In 1967 a plan was published showing changes to the street pattern and traffic management of the central area of Christchurch. The objectives were much wider than simply improving traffic service, and included social and economic goals. These are described in detail and an assessment of the success of the plan is presented, using measured data whenever possible. It is concluded that the plan has been successful, particularly in the reduction in traffic areas and accidents. This paper is the essence of a fuller report which should be referred to for more detail.
