The device comprises a solid waste material pulping device, an ultrahigh water material A pulping device and an ultrahigh water material B pulping device, wherein the solid waste material pulping device has the structure that the lower end of a solid waste material cabin is provided with a solid waste material scale, the lower end of the solid waste material scale is provided with a feed end of a solid waste feeder, a discharge end of the solid waste feeder is arranged at the upper end of a solid waste mixing cabin, the lower end of the solid waste mixing cabin is communicated with a solid waste stirring barrel, the lower end of the solid waste stirring barrel is communicated with a mixing device through a first pipeline and a first high-capacity pump, and the solid waste stirring barrel is communicated with a water injection pipe through a first flow meter; the ultrahigh water material A pulping device and the ultrahigh water material B pulping device have structures similar to the solid waste material pulping device.
