The invention provides a method and device of card personalization over the air. The method includes the steps that a card personalization request sent by a first terminal is received through a first home location register (HLR), the first HLR is used for conducting authentication on temporary communication information in a first card of the first terminal according to the prestored temporary communication information, and the first terminal is triggered to send the card personalization request after authentication is successful; card personalization information is obtained according to the card personalization request, the temporary communication information in the first card is updated through the card personalization information, and the card personalization information is stored into a second HLR to which the first card belongs; the card personalization success information sent by the first terminal is received; storage success information sent by the second HLR is received; the temporary communication information in the first HLR is deleted according to the card personalization success information and the storage success information; the temporary communication information is sent to a management center so that the management center allocates temporary communication information to a second card. By means of the method and device of card personalization over the air, resource waste can be avoided as far as possible.
