The device comprises a processor, an electric quantity collector, an electric meter data capture device, a power supply, a memory and a clock chip. The electric quantity collector collects electric quantity parameters at the incoming line side of an electric meter box. The electric meter data capture device acquires the electrical parameters of each electric meter. The processor compares the electric quantity calculated through the electrical parameters at the incoming line side of an electric meter box with the sum of electric quantities in the electric quantity parameters of each electric meter. For example, if the difference between the electric quantity and the sum exceeds a predetermined threshold value, it is considered that an electricity stealing event happens. The system provided by the utility model comprises the electricity stealing resistant device and a master station. The electric quantity parameters at the incoming line side and the electrical parameters of each electric meter are transmitted by the electricity stealing resistant device to the master station, and the master station compares the electric quantity parameters at the incoming line side with the sum of the electric quantities of each electric meter. If there is something abnormal, an alarm message is sent out. The electricity stealing resistant device and its system require low cost, are convenient to popularize in quantity, and can be used to help power utility checkers to do their jobs and raise lean management levels of power supply companies.
