Research on Scientific and Technical Planning and Related Issues in Japan

With the development of the science and technologies,the Japanese government attaches great importance to the great value of scientific and technical planning,therefore the Japan’ s planning administration system has been gradually consummated in recent years. Based on three levels of science and technology strategy planning,national science tech- nology plan and scientific research institution plan,this article made a synthesis of construction and effective procedure, method of organization implementation,abstracted its features,and summarized enlightenment for the planning adminis- tration in China on respects of management of science and technology planning,planning assessment,planning supervision and control mechanism.
