The Research of Policy of Land Transfer on the Background of New Urbanization: Based on Chengdu Wanchun Model

The new urbanization policy needs to the land system reform. Than not sustainable and easy to bring huge unfair policies, such as land acquisition and transfer of right to the contracted management of rural land circulation,namely " Land conversion",policy implementation and improvement,can mobilize farmer autonomy,play to the market competition mechanism,vigorously promote the transfer of rural labor force,promote the new progress of urbanization. " Land conversion" has an irreplaceable advantage of economic efficiency. For Wanchun problems arising from the implementation process,this paper points out that to pass the clear property rights and related legal system construction,strengthen the supervision of relevant policy enforcement and strengthen to establish effective mechanism of income distribution to improve land circulation policy.
