The present invention discloses a frozen surimi manufacturing method and quality-improving agent and the application of the method; frozen surimi products quality improver, in weight percent: Lysine 0.5 ~ 2.0%, e- polylysine 0.1 0.3%, alginate 5% to 10% deionized water 89.5 - 94.4%; and most preferably: lysine 1.16%, e- polylysine 0.17%, 8.67% alginate, 90% deionized water. Lysine and polylysine [epsilon] dissolved in deionized water; alginate was slowly added while stirring was added to the alginate is completely dissolved; high speed homogenization lysine, [epsilon] polylysine alginate reached physical blending state; after standing overnight use. Application: in the presence of a complex phosphate, 15 to 20 parts of the frozen surimi quality improver applied Raikai surimi paste; by molding a specific temperature gel, aging, cooled, frozen obtained frozen surimi products.
