Разделение институтов социального страхования и социальной помощи как условие эффективности социальной политики государства

This paper studies the notions «social insurance» and «public assistance». The conclusion is justifyed that the differentiation of these institutions accompanied socio-economic transformations is a condition of the efficiency of reforming the social state policy.
