Waste Management Policies and Laws : A Case Study of China

Waste management policies and laws have emerged and developed against the background of ‘compressed modernization’ in China. Taking kitchen waste management as an example, as the main part of municipal solid waste, kitchen waste has characteristics of resources and pollutants. In recent years, the gully oil and garbage feeding incidents have caused bad effects. The government has paid great attention to this problem and issued a series of policies and legal documents to promote the establishment of a complete system of recycling, transportation, centralized processing and in-depth processing of kitchen waste. At the same time, the state provides funding support to enterprises that use biotechnology to dispose of kitchen waste. Under the promotion of policies and laws, regulations and systems have been gradually formed at the management level, technical level, construction stage and operation stage. However, food waste treatment enterprises still rely heavily on the financial support of local governments. It is necessary to accelerate the systematization of policies and laws, promote the progress of enterprises in technological reform, market operation and industrial development and establish and improve a sound operation mode to meet the requirements of a market economy, so as to improve the quality of environmental public services.
