2021
The Human Rights Council of the United Nations holds its 47th Regular Session in June 2021. Member states submit their own country report, while representatives of non-governmental organizations are also provided an opportunity to share their observations within their field of specialization. From Streets to Homes Association and The City is for All submitted feedback with regards to a specific subfield of economic and social rights: it affects adequate housing, and other related fundamental rights. This paper is based on this submission: it sets out to overview the scope, effectiveness and outcome of the regulatory environment impacting on housing and housing poverty. It concludes that Hungary technically fulfils all its legal obligations, yet the right to equality before law, the right to dignity, the protection of families, and the principle of non-discrimination is breached within the regulatory framework as well as in practice.
