A model of diagnosis of energy losses in electric networks is described into the article in the context of organization of project’s portfolios with taking into account of the observability level. Principles of economical manufacturing and application of these principles are defined to form the project’s portfolio reducing of losses in electric networks on the basis of diagnosis system. The methods of diagnosis to determine the observability level of supply networks based on sixteen elements of controls are proposed. The model classifies expenses for class A, B, C according to the nodes of the networks. Definition of observability energy networks is based on sixteen control parameters. A matrix model of feeder cost analysis and level of observability network is build. A rational level of observability is defined the minimum total cost on increasing the level of observability and losses in the electric grid.
