The invention discloses an OW-RF fusion system and a cross-domain communication method based on the same, and belongs to the technical field of mobile communications. The OW-RF fusion system relates to fusion of RF communications and OW communications and structurally comprises a VLC part and an LTE part, wherein the VLC part and the LTE part are connected through a coordinator, namely an M2M device is in indirect interaction with an eNB through the coordinator. The cross-domain communication method comprises the process of being connected to an LTE network when the M2M device is started, the process of exiting the LTE network when the M2M device is closed down, and the process of sending data through the LTE network by the M2M device. According to the OW-RF fusion system and the cross-domain communication method based on the same, energy consumption of the M2M device can be lowered through visible light communications between the M2M device and the coordinator, one coordinator can manage a plurality of M2M devices, the collision probability that the M2M device is connected to the LTE network can be lowered, and data transmission rate is improved.
