The political change of the last two decades in Latin America could be understood in the light of a process of re-signification of the traditional exercise of citizenship, which has promoted the emergence of new political identities that today are expressed through different and very various social movements, political agendas, private instances of civil society and social networks. These citizenships acquire a cultural dimension in their construction processes and in the demands they claim from society, promoting a change not only in politics but also in society itself. How much do these cultural citizenships affect the agenda of the State and particularly of the public administration of the city? This tension will be analyzed through the experience of the animalist movement and hip hop movement in the city of Bogota.
