This study investigates the Taiwan Rolling Stock Co. (TRSC), a Taiwanese Japan-Taiwan joint venture.  It focuses on human resource management (HRM), technology transfer, and the roll of translators in international joint ventures. When TRSC was first established it adopted a new HRM system designed to value achievement and ability. The effectiveness of this system is discussed. The business department in TRSC predicts that the Taiwanese market for rolling stock will become saturated within ten years. Thus, TRSC should consider learning new technologies and expanding its export production. However one of the problems facing TRSC is that young engineers often resign after only a short period of time. As a result, a key problem for TRSC has been accumulating technology within the company. Solutions to this and other problems are investigated.
