동영상의 시각 인지 기반 관심영역 지정 방법

This paper is the study about the method of the quality improvement for moving-pictures through determining the region selectively. By applying the selective filtering to the ROI (Region Of Interest) and non-ROI for the moving-picture, this method is for the efficient bit rate control in the compression of the moving-picture. The ROI needed for the selective filtering is equal to the moving object, and that keeps during some frames for the stable efficient from the point of view of the Visual Perception. Also, handling the stable process for the boundary of the ROI and non-ROI is needed. In this paper, we proposed the method of the ROI selection to meet with the mentioned conditions and showed the simulation results.
