The invention relates to a systematic method for improving a taking-off utilization rate of an airport runway. The method comprises: a member of the staff at an operation control center submits an airplane loading capacity in advance, a pilot reports a length of an actually used runway, and the data are stored into a database; according to a taking-off plan, an airport air traffic director carries out numbering on airplanes of all flights based on an runway applying time sequence; within a first minute, an airplane with an FJ1 number is allowed to enter the runway and takes off along an AB direction; within a second minute, an airplane with an FJ2 number is allowed to enter the runway and takes off along a BA direction; and within a third minute, the operation is carried out, and so forth. The method has the following beneficial effects: the runway utilization rate can be doubled on the premise that the safety interval is not reduced. In terms of security, the security index is also high and intervals in all directions are equal.
