The Information Society Program in Brazil results from an effort initiated in 1996 by the National Council of Science and Technology. It has as substantive purpose to throw the foundations of a national width strategic project to integrate and to coordinate the development and the use of advanced services in computation, communication and information, and the applications in the society. Its aim is promoting research and education, as well as to assure to Brazilian economy the conditions of competing at the world market. The individual accomplishes the society of the information through its contents. Resources, products and services of information are identified in Internet with the generic name of contents. In summary, content is everything that is operated in Internet. One of the most extraordinary contributions of Internet is to allow anyone, individual or institutional, to be a producer or an user of contents. And the access to contents is universal, considering of course the limitations of the linguistic and technological barriers of the diffusion process. It is through the nets of contents in a widespread way that the current society will move to the information society. The driving force for the formation and dissemination of these nets resides in the efficiency of the collective and individual decisions. Contents are, therefore, the way and the end of the administration of information, of knowledge and of learning in the information society.
