NAASRA ROADS STUDY: FUNDING AND EXPENDITURE

Various categories of expenditure and work output used in the rural arterial, urban arterial and local roads investigations are drawn together into a simple and coherent framework. To achieve the f125 level (ie, 125 per cent of continuation of 1980/81 funding in real terms over the 10 year period 1981/82-1990/91) for each road grant category requires: 1) for national highways a continuation of RGA (Commonwealth Road Grants Act) after 1984/85 with an increase in current values for this category of about 15 per cent per annum. 2) for rural arterials a corresponding increase of 40 per cent per annum in this category if the increase to f125 was funded solely by the Commonwealth, or an average 20 per cent increase in major state motoring charges if funded solely by state governments. 3) for urban arterials an increase of 34 per cent per annum in this category if the increase was funded solely by the Commonwealth, or an average increase of 22 per cent in major state motoring charges if funded solely by state governments. 4) for local roads an increase of around 51 per cent if funded solely by local government in real terms, but only slightly lower increases if substantially more funds were contributed by Commonwealth and state governments.
