PURPOSE: A pilot correlation value-based integer frequency offset estimating method robust to timing offset in an OFDM system and device thereof are provided to calculate the correlation value between a continuous pilot and a dispersion pilot nearest the continuous pilot, thereby re-correlating the calculated correlation value with a conjugate complex number. CONSTITUTION: A fast Fourier transform unit(301) transforms an OFDM receiving signal to a signal of a frequency domain. A plurality of symbol obtaining units(302) obtains at least one OFDM symbol from the signal of the frequency domain. A plurality of frequency area receiving signal shift unit(303) shifts the obtained OFDM symbol to a receiving signal of the frequency domain according to a frequency offset candidate value. A template generating unit(304) generates a template. A plurality of correlating devices(305) calculates a correlation value. An integer frequency offset estimating unit(307) estimates a test value by an integer frequency offset estimating value.
