Ulusal kultur icinde yuvalanmis siyasal ve burokratik kulturun, gelismeyi dogrudan etkileyebilecek oncu rol ustlenecegi nedeniyle arastirilmasi onem arz etmektedir. Bu calismada, oncelikle Turkiye' deki siyasal sistemin isleyisinde onemli bir yer tutan siyasal kultur ve burokratik kultur kavrami aciklanarak siyasal- burokratik kulturun kalkinma uzerindeki etkisi tartisilmistir. Bunun icin, siyasal- burokratik kulturun ulke kalkinmasi uzerinde etkisi olup olmadigi ve etkisi varsa hangi boyutta oldugu; resmi kaynaklar, akademik calismalar, resmi kurumlardan elde edilen veriler ve cesitli istatistiklerden yararlanarak hazirlanmistir. Ayrica siyasal- burokratik kulturun pratikte kalkinma uzerindeki etkisini daha iyi anlamak icin kalkinma alaninda ve kurumlarinda uzmanlik ve yoneticilik yapmis veya yapmakta olan kisilerle mulakat yapilmistir. Sonuc olarak, Turkiye'nin siyasal-burokratik kulturunun kalkinma uzerindeki etkileri, uygulayicilarin deneyimlerini de ekleyerek aciklanmis, guclu ve zayif yonleri analiz edilmistir. © 2017 PESA Tum haklari saklidir. It is important to investigate the political and bureaucratic cultures that nested in national culture because they play a leading role by directly affecting development. In this study, firstly, the concept of political culture and bureaucratic cultures which have an important place in the functioning of the political system in Turkey are explained and the effects of political- bureaucratic cultures on development are discussed. For this, whether the political-bureaucratic cultures have an impact on the development of the country or not and if it does, on what scale, has been studied by using official sources, academic studies, data from official institutions and various statistics. In addition, political-bureaucratic cultures have been interviewed with people who were or have been experts and managers in the field of development and institutions in order to better understand the impact on development in practice. As a result, the effects of Turkey’s political- bureaucratic culture on development have been explained by adding the experiences of the practitioners, and their strengths and weaknesses have been analyzed. © 2017 PESA All rights reserved.
